As images and videos emerge of the mobilisation efforts across Russia, a brief thread on who can be mobilised. Putin claimed in his statement that only those with military experience and those with technical professions will be mobilised. His decree, however, does not say this.
There is no reason to believe Putin's words (indeed, Putin has made a career out of lies and obfuscation, so our first instinct should be to question his claims). On the other hand, it's interesting to explore who makes up the Russian military reserves. How?Let's look at the law.

Let's look at Article 52 ("Listing in the reserves")
You end up in the reserves if you 1) have served in the military as a conscript; 2) if you were educated at a university with a military faculty. Ok, this is actually well known. But how about this: you are in the reserves even if you had a legitimate reason not to serve.
In other words, if you had medical or family-related reasons, which were originally recognised by the voenkomat as legitimate to give you a pass. But the one I like is this. You can be in the reserves even if you *dodged* the draft without a legal reason. That's a lot of people.
In other words, pretty much anyone can be called up, and I am sure that the vagueness of Putin's actual decree is a measure aimed at doing precisely this. Whatever works to fill up the quotas that the Ministry of Defense has for each region. 300,000 according to Shoigu.
