Pension expenditure as a share of GDP also varies across the Member States. Total
pension expenditure per older person as a share of per-capita GDP takes into account the size
of the older population and the country’s economy. In 2015, the ratio in Greece (where
expenditure is relatively high) was more than double that in Estonia, Ireland, Lithuania and
Latvia (Baltic States), which have the lowest relative expenditure (Figure 13). Some countries
with relatively generous pension systems, such as Luxembourg, score relatively low in
relation to their GDP; the same applies to Germany, with the largest pension expenditure, but
not after taking its large older population into account.
