By the 1980s, Riga already had a Russian-majority, with Latvians making just 37% of the population. Even the Latvian language grew increasingly rare in public as ethnic Latvians had to communicate in Russian with the people of the other ethnicities (at that time, most neighbors and co-workers would have been non-Latvian). Two-thirds of Riga’s schools used Russian as the language of instruction, making Russian the primary language of most non-Latvian Riga’s kids.
