                      For centuries thousands of Poles migrated to Wilno, especially from Mazovia already in late 14th century, and from many other parts of Poland. Wilno was after all one of the most important Polish cities, it's referred to in Poland as a cultural center. During Soviet times admitting to Polish ethnicity was practically forbidden, those who did were ostricized (Soviets feared that the Polish element was inherently burgeoise and thus unpredictable and negative towards Soviet policies). So I would put the number of Poles in contemporary Lithuania at a level of at least 450.000-600.000 people, not 250.00 based on official statistics.

                      Anti-Polish policies were picked up by the newly independent Lithuania and continue to this very day. Poles are forced to study in Lithuanian schools, they aren't allowed proper name spelling (so for example Antoni Kwiatkowski becomes Antanas Kwiatkowskas or some other idiotic thing and passed on a Lithuanian), there is no funding for Polish minority, no place names in Polish in areas where Poles are in a majority (all around Wilno), Polish property is illegally in Lithuanian hands, no Polish university was allowed to be opened (most Poles thus must travel to Poland proper for higher education), there is an open discrimination when it comes to applying for high level governmental position.

                      Overall in Lithuania there is a sort of paranoia against Poland, even more so than against Russia. Lituanians to this very day are affraid that Poles will annihilate them culturally.

                        Wilno boomed during the years it was in Poland because Poles were the townspeople, the elite. Ever since Polish townfolk started to constitute a majority it joined the European civilization. The university was set up, churches built, city rights granted, trade routes set up, laws codified etc.
                        So it was a full blown city already prior to the partitions of Poland. There was no need to "build" Wilno after 1920s. It expanded greatly and after 123 years of Russian "management" started to grow greatly. It was a natural growth.

                        What was in Lithuanian Kowno for all these centuries ? Nothing. If it wasn't for the Polish churches and laws it wouldn't even be a city at all.

                        So your 20 years of "development" in Kowno such as building few tenament homes for government and city officials is really quite sad if anything. It was a forced growth required by the government, not a natural one.

                        As far as Sznipiszki is concerned it was inhabited mostly Belarussians, Jews, Poles and Lithuanians but percentage-wise Poles made up the smallest amount of people living there as most of the Polish population lived in the tenament buildings and regular houses. It was just another district in the city (I really dont see the importance here). Cities have many districts, some are poor, some are rich. Its quite normal. What's more important is that in Wilno Lithuanians in 1939 made up around 1% of population only.

                        Wilno does look provincing to us. If it wasn't for Polish tourism it would be a ghost town anyway.
