Btw, this phenomenon is by no means confined to Vilnius, I've seen it all over the place.
I understand that quite well. Even looking into the courtyards of the restored buildings, I could tell that in many cases the street fassades had been cheered up while the rear portions of the buildings still looked depressing.
This also became clear to me during my trip back to the airport ... many long stretches of buildings that are in dire need of some tender, loving care (and of course infusion of funds). I guess the rain that morning didn't help things.
