Thus, the service via Šauļiai would be incredibly expensive, unless the Latvian government procures a public service Rīga–Jelgava–Meitene. And, of course, the Latvian government can only procure public service from PV – not LTG. So I'm not even sure it would be possible for the Latvian side to subsidize the service in any kind of way. It's the same problem for Estonians for extending our Valga trains to Tartu, I think. Maybe there is some loophole, but idk.
In general, the EU wants cross-border rail to be free market. But it doesn't work. Especially when infrastructure fees are 600% more for free market services.
Some calculations:
If LTG Link would operate Šauliai–Rīga, then from the border to Rīga there's 76 km on LDz tracks. At 5.78 €/km, the infrastructure fee for LTG Link would add up to 439 Eur. Meanwhile, for PV the fee would be just 0.98 €/km, thus they would only have to pay 75 Eur.
